context is that in touhou project there's a character named ran yakumo which is based on youkai (japanese shinto ghost) called kitsune. in shinto it is believed that some of foxes become youkai and therefore become kitsunes. kitsunes are messengers of inari. inari is kami (shinto god) of all foxes.
it has been running joke in japanese internet that finland has the city called inari.
